R-22 (HCFC-22) was the default residential AC refrigerant for decades. Montreal Protocol phaseout rules banned production and import effective January 1, 2020. Six years later, millions of R-22 systems are still running - and contractors servicing them still need refrigerant.
Is R-22 still legal?
Yes - for servicing existing equipment. What's banned is manufacturing new R-22 in the US or importing it. Existing inventory (virgin and reclaimed) remains legal to buy, sell, and use by EPA Section 608 certified technicians.
Virgin vs reclaimed R-22
Two flavors of remaining R-22:
- Virgin R-22: produced before January 1, 2020 and never previously used. Purity matches fresh stock. Inventory is finite and diminishing.
- Reclaimed R-22: recovered from decommissioned systems, reprocessed to AHRI-700 standard, and recertified. Widely available, typically slightly cheaper than virgin. Quality when properly reclaimed is functionally identical.
Pricing
R-22 30 lb virgin cylinders currently run $450–$900 depending on brand and volume. Contractors typically pass this through at 2–3× markup. Homeowners with R-22 systems are now making the retrofit vs. replace decision every summer.
Retrofit vs. replace
For systems under 10 years old, an R-407C retrofit (requires POE oil change and filter-drier replacement) can extend life 3–5 more years. For systems older than 15 years, a full replacement with R-410A (still legal) or R-454B (2025+ OEMs) delivers better ROI via energy savings. Run the math for each customer.
